At the outset let me be clear this Post having written after reading the book of Sriram Vedire Garu, I mentioned his name and book title and the points reinforcing the current state government initiatives and take away points ..

However, Contours of Kaleshwaram to Srisailam National Project as Phase 2 to Kaleshwaram is Mine not attributed to the Book or the author, as the book proposes ILR to Nagarjuna Sagar, its my view that Kaleshwaram to Srisailam is feasible as its FRLat 270 M is less than Dindi 393 M and more beneficial as its guaranteed way of diverting water to Rayalaseema another Arid and Water deficit Region particularly with KWDT II, Srisailam will witness 118 TMC reduction in inflow as compared to KWDT I with both Maharashtra and Karnataka having been allocated 118 TMC more water at 65% dependability, hence this Reduction need to be back filled with Godavari Water to keep intact current investments made and plans of Andhra Pradesh and Telangana based on Srisailam Waters.

Diversion to N Sagar thru 300 M cotor proposed as ILR in the book while assures the Command Area under Sagar and Krishna Delta it can not assure the water availability for command area under Srisailam Left and Right Banks.

Once 400 M contour Canal is established it any way can serve all the purposes of 300 M contour canal

Its my view 400 Meter should get higher priority and should be done first, this is different from whats suggested in the book.

Pennywise Pound Foolish Rule of AP CM’s (CBN&YSR) in Srisailam Left Bank Power House 2001-2011

Sri N Chandra Babu Naidu of TDP was the Chief Minister of Andhra Pradesh (current AP + Telangana) for 9 years during 1995~2004 followed by Late Sri Y S Rajashekar Reddy of Congress

During TDP Naidu Regime Srisailam Left Bank Power Station Project was completed.

The objective of the project was to meet the increasing demand for electric power
(particularly during peak hours) in AP by constructing a pumped-up power plant in AP
that would utilize the Srisailam Reservoir as its upper reservoir and the Nagarjugasagar
Reservoir as its lower reservoir, effectively utilizing the river flow rate.

Typically such project costs are Prohibitive and cost a lot more than normal Hydro power station to achieve many parameters including most tough ones the Reversible Francis Turbine has to be located below the Discharge Level for it to receive the Water when it plans to Pump.

Japan’s JICA Loan itself was 26 Billion Yen which today is equivalent of more than Rs 13,000 crores

1st 150 MW unit was commissioned on 2001-April-26

6th 150 MW unit was commissioned on 2003-April-04

It’s atrocious to note that this so-called Hi Tech Chief Minister of such a large state running power supply challenges chose to pursue Huge Gas Power Stations investments without foresight that Gas first priority goes to fertilizer plants, ended up with huge dead investments in Gas Power Plants now and not bothered to spend and complete 100 crores to fix the BIG Design Slip in this project and maximize the optimal use of precious power by storing it during it lean time by pumping water into Srisailam, Very short and quick way to Save Power and STORE it for later use .

It  was realized thru commissioning that without constructing weir full-fledged use of Pumped Operation was not possible , below 1st Dec 2003 News gives good information..

Also appalled at the Then lone Andhra Media and now Andhra Telanagana Media that do not bring out this vital information to educate the people of both states ..

Even today the media is shying away from reporting why the Krishnapatnam Plant is not fully operational for over 12 months ?

29th state of India with 35 Million People are not having Any answer from Government of India about their Basic Allocations that are required for every day life !


  • Has Telangana Exceeded its Share of Allocated water, for Central Government to put any restrictions whatsoever, the Answer of your Government is :


    1. There is no Water allocation to the State of Telangana
  • What is the Power Share of Telangana in the Power Projects that were Operational and under construction as of 2nd June 2014

* Is there any State in India, that simply is left not knowing what is its water allocation, while Honorable Supreme Court of India acted faster and accepted Govt of Telangana argument that it be given opportunity to explain its case before Krishna River Water Sharing Award is Finalized, and SCI has promptly admitted Telangana as Party to hear the petition on the Krishna River Water Sharing Bachawat Award that is put on hold the final award, It is astonishing that Government of India headed by Modi Ji is not even giving the tentative allocations for people to have some lifeline continue while the case is concluded by Honorable Supreme Court of India as neither Water or Power Can be stored and consumed later , and people of Telangana live without till the verdict !!

While the AP Re-organization Act 2014 clearly says all Existing projects allocations shall remain same based on assured water , and Telangana is only seeking minimum assured water while Andhra Pradesh is drawing flood waters , is there a rocket science to list of projects and their allocations as per assured availability for the Krishna River Board and publish the Total allocation to the State of Andhra Pradesh and Telangana in a Ratio form so that operationally life goes on in both states till the supreme court gives its verdict .

  2. While the GO by Governor during Presidents Rule  has clearly allocated 51.89% of the Total Power Available to the State of Telangana as per the GO 20 issued on 8th May 2014

Telangana Power alocation 51.89% as per GO 20 under Presidents Rule before establishment of Telangana 22.   APERC Endorsed in its Order on 11th August what has been the position of Government of Telangana and is clear to any student of law or person with basic understanding of Contitution, Andhra Pradesh Re-organization Act 2014 and the GO 20 .

– Telangana has not been provided Grid Connectivity to any of its neighbour states and made as a sub Grid of Andhra Pradesh in the Design by the previous Governments, instead of coming to the rescue of the state that has been denied the basics by design from the first day the Union Power Minister and Power Ministry actions are quite opposite.

Hence Pradan Mantri Ji the Question

“The allocations made by the River Water Tribunals with regard to various projects
on Godavari and Krishna Rivers or for the regions of the existing State of Andhra Pradesh,
in respect of assured water shall remain the same.”

As per the Andhra Pradesh Official Record :

Srisailam Left Bank Canal Water Requirement is 30 TMC

This is absolutely up to Govt of Telangana how and where it wants to use this Water from River Krishna, Project not Completed gives no Right to AP to Divert this Unless Telangana finds no alternate Use of this Water.

Water priorities specified in the Act do not and can not override the Allocation to the State itself?

How fair is it for Andhra Pradesh State Which today has Under its Reservoirs impounded as of 3rd  November 2014 as per its own On-line Public Data at  Login Guest/Guest credentials is

With Andhra Pradesh Already Having Impounded Water of 445 TMC in all its Reservoirs Under Krishna Basin and Telangana is not having even 85 TMC water for its irrigation.

Krishna Water Board Instead of Asking Andhra Pradesh as to whether the State has allocation for this 445 TMC Water ? and Why some of this Water Can not be Utilized to Help Telangana Generate Power and Still water Remains for Irrigation through Nagarjuna Sagar and Pulichitala and Krishna Delta Water Schemes has passed an Abrbitrary and Inexplicable order to restrict Telangana State that is nothing But Denial of Telangana State’s Own Share of Allocation ..

What sort of Justice is this to the State of Telangana  ? an Arid State where farmers do their agriculture largely based on pumped irrigation where Center is denying both Water and Power ?

1. Is the Board Aware of the Primary Objective of “Srisailam Pumped Hydal Power House on Left Bank, ie India’s Largest Such Facility”

1.2 Objective
The objective of the project was to meet the increasing demand for electric power (particularly during peak hours) in AP by constructing a pumped-up power plant in AP that would utilize the Srisailam Reservoir as its upper reservoir and the Nagarjugasagar Reservoir as its lower reservoir, effectively utilizing the river flow rate, and thereby contribute to the industrial promotion and improvement of the residents’ lives by electrification in AP.

To achieve this objective, ODA loans were provided in three phases in the period from February 1988 to September 2003.

Telangana pays 42% of this 30 Year remaining Loan till 2029


Srisailam Left Bank Reversible Pumped Hydropwer Station APGENCO Pumps Back Water into Srisailam during Dec & January Every Year



Center Can Supply Excess Power from Cental Quot in Winter to Help Pump Back the Water in January and February both for irrigation and Power Re-generation in Summer, The original purpose of this Project of Massive capital investment and Highly efficient Mitsubishi Reversible Hydro Power Turbine / Pumps of 960 MW deployed in this Engineering Marvel on Srisailam LEFT Bank

3. Under which Constitutional Provision and or the provisions of AP Re-organization Act is this Order Based on ?

4. Is the Board Objective is to make all states Get their allocated Shares or Transfer from One state to another state?

5. Has Telangana Exceeded Utilizing allocated share of water from Krishna River ? or Andhra Pradesh has exceeded the allocated share of Krishna River Water?

6. Is the Balance Entitlement Only 3 TMC of Water for #Telangana ?

7. What authority or principle is the order following to suggest to use the 3 TMC by Nov 2 and not beyond ? Is allocation the role of Board or Forcing Utilization and/or stoppage the role of Board ?

8. Is there any provision in Constitution of India, AP -Re-organization Act, Inter State Water Dispute tribunals Act that Empowers one State or Center or Board to Dictate to other state what it should do with its allocated water ?

9. Is the Board not Aware that Every Drop of Water that Telangana Uses to Generate Power from Left Bank “Pumped Storage hydro power station” does more Irrigation than the Righ Bank Canal, because

1. Telangana is using this Power to Save the Crops in Telangana Irrigation that is Critically dependent on Pumped Irrigation
2. All the Water Released from Srisailam Power is used for Irrigation Again in AP & Telangana for Irrigation Only
If 1 TMC of Water Irrigates X Acres under Srisailam Righ Bank Canal
Same 1 TMC of Water Irrigates atleast 1.5X Acres with
– Power from Srisailam 0.5 X Agriculture Based on Pumps in Arid and Backward Telangana
– Nagarjuna Sagar Irrigates 1.0 X Agriculture in AP & Telangana & Then Krishna Delta in AP

10. Finally What is the Objective of this Order ?

Is it to Facilitate both States Fair Share of allocations is respected and Maximum Good for India is achieved         OR

Is it Maximum Good for NDA Ruled Andhra Pradesh Only?

Srisailam Dam is not a Project to be Simply Under Control of KRMB, It should be Under Power & Water Boards in-line with the Original Objective of this Project.

Seriously doubt the competency of Water Board to take Decision on Complex Pumped Power House Facility, Both Water and Power Ministries must Jointly Oversee it.

Entire discussions and Order Contents Prove that Board is treating the Project like other Irrigation and Hydro Power Stations, Srisailam is not such an ordinary dam and this 960 MW Power Station is not another Ordinary Power Station, Its “Pumped Storage Hydro Power Station
