Hyderabad Metro – India’s Largest Metro Rail in PPP



Necessity is the Mother of Invention, Global Urbanization with High Population Density and Higher PHPDT – Peak Hour Peak Direction Traffic necessitated the most efficient Urban Transport System “Metro Rail

First Railway Journey in the world happened in 1804 in England and First Metro Rail appeared as Underground Rail in London in 1863. First Railway Journey in India started in 1853 in Mumbai and First Metro Line India started in Kolkata in 1984. Since then Mumbai Mass Suburban Railway System has been transplanted in other Indian Cities that could not elevate itself to the modern lifestyle and transportation experience expected by the people. Then came Delhi Metro commissioned in 2002 bringing the Metro Movement as Urban Transport Solution to Indian Metropolitan Cities so much so that now even Cities with less than 5 Million population are also taking the Metro Route.

So far, Operational Metro Projects in Indian Cities of Kolkata, Delhi, Chennai, Bangalore, Jaipur and Kochi are Government Projects, due to viability challenges and other reasons none of these projects are complete Private Sector with even Delhi Airport Metro Express now taken over by DMRC. Mumbai Metro is Public and Private JV while Gurgaon is Governments SPV ILFS not a regular Private Sector company.

Hyderabad Metro is coming up as Complete Private Sector investment by Indian Engineering Giant Larsen & Toubro which with its earlier Investment in Hyderabad Launched L&T Information City “Cyber Towers” in November 1998 that propelled Hyderabad into Top League of IT Destinations in India, now after 19 years it’s expected to launch Hyderabad Metro on 28th November 2017 with potential to Propel Hyderabad into Global City.

Hyderabad Metro has following first or Largest to its Credit:

  1. India’s and probably World’s Largest Single PPP Elevated Metro Project of 72 Km
  2. Being 100% Elevated Hyderabad Metro is Adding Elevated Hyderabad to the Ground Level Hyderabad following the footsteps of Global Cities Such as Tokyo, London, New York have Spread the City Vertically into 3 Layers (Ground, Under Ground, Elevated).
  3. Largest Intelligent Train System in India CBTC (Communications-based train control (CBTC), Continuous automatic train control system that is capable of Automatic Train Protection (ATP), optional Automatic Train Operation (ATO) and Automatic Train Supervision (ATS) that is technically it can lead to making it a Driverless Metro in near future should the legal and operational framework in India become available.
  4. Project Targets 50% Revenues outside of passenger fares by commercially leveraging the Space within the Station and additional large space provided by the State Government near to the major new Metro Stations where L&T is building 3 malls cum Multiplexes, Real Estate contributing to the 45% of planned revenues of the project, this also speaks for vibrancy of Hyderabad City Economy and innovative business model for sustainability with minimum possible impact on passenger fares and Tax Payer Money.
  5. Integrates Largest Station at Secunderabad and Largest State Bus Terminals at MGB and JBS enabling large scale Multi-Modal Transport for Hyderabadis
  6. All three lines have Interconnection for Easy Change Over effectively giving 1 direct plus 4 additional line extensions with one change for all Passengers
  7. Green Metro with 520,000 saplings planted and 2000 Tress Translocated
  8. Energy Efficiency could also become highest per Passenger-km with deployment of Sophisticated Regenerative Breaking System that instead of Wasting the Kinetic Energy while Breaking a Moving Train actually Reverses the Motors to Use the Energy to Generate Power and feedback while applying with entire corridor has dense station setup with frequency of Halts being high its claim of up to 35% Energy Saving and CO2 emissions is quite possible.
  9. All three lines taking the elevated route on the dense routes on which people travel in city buses and other modes makes it simple and easy option for travelers to change their mode of transport comfortably to Metro.
  10. Transform Hyderabad into People Friendly Green City

Global Lessons, due to large-scale investments involved in Metro Projects, Role of Government in the success of Metro Projects is Significant anywhere in the world. While Rich Countries with Large-Scale Tax Revenues could afford high costs, and drive the Metro Projects Scale and Penetration, developing countries find it quite hard and difficult to sustain the cost of Metro Setup and operation. Hence India needs to evolve its own PPP Model for Metro Projects that make both Government and Private Sector play to their strengths and compliments.

While India has opted already to get the Bullet Trains and its Technology from Japan it should also get the Japan’s Private Sector Railway’s Business Model which have propelled the Urban Transformation all over Japan with Regional Railways Providing Comprehensive Transport and Life Style Experience to the people by Creating New Townships with Shopping malls integrated into the Metro Rail Lines.

Central and State Governments also must review the lessons learnt from Phase 1 in-terms of delays and their potential impact to the Private Sector investor and examine how they could de-risk the Investor from such Risks as the approach should be to attract as much as possible private sector investments at the same time risks in which private sector has no influence must be addressed by the state and central governments adequately including the required public investments by the Government.

While Phase-1 has addressed the Core of inner City Transportation of Hyderabad further Phases should drive the Hyderabad City Geographical Growth leveraging Airport,  and the ORR (Outer Ring Road) with Arterial Roads in all directions of Medchal, Shamirpet, Ghatkesar, Hayat Nagar, Shamshabad, Vikarabad, Patancheru etc.

Government of India, Releasing the New Metro Policy that is making component of PPP Mandatory augurs well for taking the Metro Implementations to the next level by Not only driving Transit Oriented Development but also to drive Development of Satellite Townships to decongest the Cities and Giving them Radian Wings to Expand Faster to Accommodate Young Aspirational India rising expectations on lifestyle and environment consciousness.

Just a few fundamental flaws are enough to nail How much of Supari Journalism is this that stitched together pieces of information with a clear intent to mislead people and malign the Progressive Telangana Government and the State,

Global Giants Google, Microsoft names have been included without quoting any of the company officials statements. instead, the whole post is concatenating different quotes, some even unnamed, from other companies and individuals and agents speaking on different points of time in the different contest have been put together to send very ill intended message, worst is the way Telangana Minister of IT and Industries Quote has been used in this post leaves no doubt on the dubious and ill Intent of these authors.

Same can be further understood by the authors not telling the following important facts to the readers:

  • Land deals of most of these companies are done before Telangana State formation
  • Miyapur is good over 10 Km away from all of these companies lands in IT Corridor
  • Miyapur land irregularities are not discovered by any media or opposition, it’s the State Government Internal Intelligence that Spotted the problem and the CM has acted very swiftly to hit at the root cause, by ending the discretionary powers of officials thru ordinance.

Telangana had Anti-Telangana Supari Journalist Couple from National Media, who were continuously misleading the nation and maligning the statehood movement doing a similar job of living by Selling Supari Doomsday Stories, till the Telangana State happened. Since then one hardly see the couple, now we see a new set of Supari Journalists thrown into the ring by the same old vested interests!

At whose behest is this happening is not hard to guess!

There is no way such journalism can be allowed to go unchecked both by people and authorities.

Time for People in Telangana State to show their place both to these journos and their media houses.

Swachh Hyderabad – Need for Harmless Elimination of Municipal Solid Waste – Part 1


MSW Municipal Solid Waste – Environment & Health Hazards

Municipal Solid Waste (MSW) Processing is the responsibility of Urban Local Bodies (ULB) in India.

Per capita MSW is estimated in the range of 0.2 to 0.6 Kg/Day with annual growth of 1.3% per annum and Total  annual MSW is growth estimated as  5% by Govt of India.

India even today by and large is doing Open Landfill dumping of MSW. At current rate by 2047 MSW landfills land requirement is estimated as 140,000 Sq. Km (larger than entire GHMC area of 922 Sq.Km) and Methane emissions from this landfills will cross Over 40 Million Tonnes per annum that is 4 times more than it is now.

Composition of MSW in India has higher Organic Waste (40% to 60%) this means higher Green House Gases (GHG) It consists of 50% Methane, 45%Carbon dioxide, 5% Nitrogen Gas

Emissions in Summer  from Landfills are about 5 times or more with rise in mercury levels as compared to winter.

GHG emission sources from MSW is not only landfills but right from pickup using Open push carts, Tricycles, autos,  Dumper Bins, Open Transport  open dust bin, Waste blown, Dust during tipping then the decomposition in landfills and burning in various points including the landfills.

Impacts of Emissions from Landfill sites

  1. Acid Gases

Nitrogen Oxide & Sulphur dioxide  result in significant Respiratory impact for those with Asthma for others irritation to inflammation

  1. Dioxins (Need to increase the awareness and bring in regulatory framework)

Burning in landfill sites in India, pose significant hazard with release of Dioxins.

Dioxins are highly toxic and can cause reproductive and developmental problems,

damage the immune system, interfere with hormones and also cause cancer.

 

Short-term exposure of humans to high levels of dioxins may result in skin lesions, such as chloracne and patchy darkening of the skin, and altered liver function.

Long-term exposure is linked to impairment of the immune system, the developing nervous system, the endocrine system and reproductive functions.

  1. Methane

Is flammable gas and is explosive at concentrations between 5 to 15%

Inhalation causes nausea, vomiting, headache

At very high concentration can cause coma and death due to respiratory arrest

  1. Carbon Dioxide

Concentration above 6% can cause headache, dizziness, mental confusion, increased BP,

Humans cannot breathe air with more than 10% Co2 without losing consciousness

 

Study in UK around 20 landfill  sites that opened during 1983-1997 found 39% increase in rate of anomalies in populations living close to the landfill sites

Impacts of Ground Water near Landfill sites

At present, Environmental Impact  Assessment (EIA) has become compulsory to construct any waste processing and landfill area in India.

Scarcity of land in the cities and awareness  among the citizens Not In My Back Yard (NIMBY) made it difficult to find new landfill sites.

Recent GHMC initiative to issue Waste collection Bins and Trucks to for daily waste collection to reach transfer stations faster than lying for long in dumber bins in each street is a welcome step and may reduce the GHG closer to homes to some extent and rest of the challenge with MSW within city itself remains same

భారత దేశం ఇప్పటికీ  చెత్త నిర్మూలన, పారిశుద్దన కి ఎక్కువగా పురాతన ఓపెన్ డంపింగ్ ల్యాండ్‌ఫిల్  పద్దతినే అవలంబిస్తుంది. కేంద్ర ప్రభుత్వ సంస్థ అంచనా ప్రకారం 2047 సంవత్సరం కల్లా  140,000 చదరపు కిలోమీటర్ ల భూమి అవసరము ఇది మన జీహెచ్ఎంసీ(922 కిలోమీటర్ల ) కంటే ఎక్కువ !

అప్పుడు ఈ చెత్త వేసిన ప్రదేశాలనుంచి 40 మిలియన్ టన్నుల ప్రమాదకర మీథేన్ వాయువు ఉత్పత్తి అవుతుంది, ఇది ప్రస్తుత ఉత్పత్తి కంటే నాలుగు  రెట్లు .

మన దేశ  చెత్త  లో  సేంద్రియ వ్యర్థ శాతం  ఎక్కువ (40%~60%)

అందువల్ల గ్రీన్ హౌస్  వాయువు ఉత్పత్తి ఎక్కువ: మీథేన్ (50%) కార్బన్ డయాక్సైడ్ (45%) నత్రజని (5%)

హైదరాబాద్ నగరం ఎండాకాలం లో  ఉష్ణోగ్రత ఎక్కువ అప్పుడు ఈ  గ్రీన్ హౌస్  వాయువు ఉత్పత్తి ఐదు రెట్లు ఎక్కువవుతుంది అందువల్ల ఎండా కాలం వీటి పరిసరాల్లో ప్రజల ఆరోగ్యం పై విపరీత ప్రభావం కనిపిస్తుంది.

ఐతే  గ్రీన్ హౌస్  వాయువు ఉత్పత్తి జవహర్ నగర్ లాంటి పెద్ద డంప్ యార్డ్ మాత్రమే కాదు, చెత్త ఇంటి  నుంచి వీధి చెత్త కుండి కి, ఆ తరువాత దగ్గరి ట్రాన్స్ఫర్ స్టేషన్ కి ఆపై ట్రాన్స్ఫర్ స్టేషన్ నుంచి జవహర్ నగర్ కేంద్ర డంప్ యార్డ్ కి తీసుకెళ్లే ప్రతి ఒక్క పని లోను వెలువడుతూ ఉంటాయి, ఇవి కనిపించవు ఎప్పుడు సహజంగా చెత్త నుంచి వెలువడుతూ ఉంటాయి.

తెలంగాణా ప్రబుత్వం ఇప్పుడు చెత్త సేకరణ దాన్ని తొందరగా ఇంటినుంచి ట్రాన్స్ఫర్ స్టేషన్ లకి . తరలించే టిప్పర్ లను ప్రవేశ పెట్టింది, ఇది అభినందనీయం, కాస్త ఈ  ప్రమాదకర వాయువుల ఉత్పత్తి నివాస ప్రాంతాల్లో తగ్గుతుందని ఆశించవచ్చు.

చెత్త భూ పూడిక ప్రాంత కాలుషిత వాయువుల ప్రభావం

1. ఆసిడ్ వాయువులు

నత్రజని ఆక్సైడ్ & సల్ఫర్ డయాక్సైడ్ ఫలితంగా  ఆస్తమా ఉన్నవారికి చికాకు మరియు రెస్పిరేటరీ ప్రభావం చూపుతాయి

  1. డయాక్సిన్లు (ప్రజలలో వీటి పై అవగాహన తీసుకుడావడం చాలా అవసరం)

చెత్తని కాల్చినపుడు వెలువడే కనిపించని విష వాయువులు  డయాక్సిన్లు .

డయాక్సిన్లు పునరుత్పత్తి మరియు అభివృద్ధికరమైన సమస్యలు కారణమవుతుంది,

రోగనిరోధక వ్యవస్థ దెబ్బతింటుంది హార్మోన్లు జోక్యం మరియు క్యాన్సర్ కూడా కారణం అవుతుంది.

అత్యధిక డయాక్సిన్స్ వల్ల స్వల్పకాలిక ప్రభావం చర్మం చెదురుమదురుగా నలుపు, చర్మ గాయాలకు, మరియు కాలేయ పనితీరు మార్పు దారితీయవచ్చు.

Looks beautiful indeed,
Yes it’s not the original, supposed to be built by Nara Period but it’s built in 1904, yet it got selected by UNESCO as World Heritage.
Yes, its given look of wooden bridge of Nara period thousands plus years back of Japan, but
its based on rocky pillar and modern concrete beams with beautiful heritage finish

This is exactly what Telangana Chief Minister KCR is contemplating, so that Osmania General Hospital is re-built with modern technology and finish it with all the Nizam’s Heritage Architecture and fulfilling all aspects that UNESCO looks for in a World Heritage site and achieve what current OGH could not achieve ..
Learn to be positive for positive efforts of Government of Telangana that takes all its heritage and welfare of people to its heart.
