Andhra Pradesh Must STOP Fudging of Godavari Krishna Water Utilization


Andhra Pradesh has been LIFTING Godavari Waters daily (7000~8000 Cusecs) and FILLING Prakasham Barrage on KRISHNA Using the the Polavaram Right Canal for the Entire Month of July. This is a Good thing and State should be proud of and share it factually.

However it is Very Unfortunate the same Data is not disclosed in the Godavari Barrage deliberately where it does fudging by reducing the inflow number itself by as much as it diverts.
This type of misleading fudging of Data is done by Andhra Pradesh Consistently to Hide the Water Utilization to show lesser than actual utilization to the Boards and Tribunals, in this case it knows very well that any diversion from Godavari to Krishna all Upper Riparian states accrue their stake as per Tribunal Order. Since it does not wish to share as Godavri – Krishna Diversion it resort to this type of fudging.

Since this is Third Year its doing consecutively, time Government of Telangana takes it up with Center Very Strongly to ensure they put an END to this practice by AP

This is the same FUDGING AP has done in Water Utilization from Srisailam Last Year and Better Prevent this Year Similar Fudged reporting by AP in advance.

Telangana share as it is is less, it simply can not afford to let AP get away  with such Brazen Fudging Practice of Water Utilization

What good are GRMB and KRMB if they can’t even measure and report the water utilization factully and let AP get away with such Reporting which any student can explain is partial reporting of water utilization, not complete reporting.

National Tax Payer Money is being Spent on Polavaram and Nation must get the Factual data on Polavaram Right Canal Water Diversion to Krishna on Daily Basis

Contrasting Andhra and Telangana Chandranomics


Time to take stock of How the Two “Chandra” in Telangana and Andhra are going about their Financial Budgeting and Actual if I may call as “Chandranomics” of  Andhra and Telangana

Andhra Chandranomics (AP Budget Estimate, Re-estimate and Actual since 2015)

B.E. : Budget Estimates  R.E. : Revised Estimates during next budget   Actual : Reported during next to next budget

  • Original Budget vs Actual State Performance in Revenues is about 90%
  • Center Grants are 124 % of Budget (Andhra Media will make all believe it otherwise)
  • Public Debt Achieved is 247% Rs 53,681 Crores (did we hear it from any Opposition and Andhra Media ?) 
  • Actual Cash in-flows is 26% Over the Original Budget, primarily due to Over 30,000 PLUS Crores more Borrowings over and above the Budgeted and Revised Estimates
  • Lesson (Final Actual Borrowings and Centers Grants are Managed under Andhra Chandranomics Secretly and are not revealed to Assembly and public thru Original or Revised Estimates of Budgets Sessions, Total Mockery of Democracy and Total collusion of Parties and Media in the State that such things is not brought out in to public domain
  • AP is having Very Special Category Status in Center and RBI, no FRBM or any Rules apply to this state and CM

  • States Own Original Estimates and Final Actual Performance is around 80%
  • Center’s Grants have been less than 80% of Budget and less than Half of what are granted to AP
  • Telangana Chandranomics Keeps stretched targets in Budget and does proper revision brings it close to reality and final figures may be close to R.E.
  • Good Financial Management is reflected Borrowings too have been reduced when revenues have been short
  • All hovering around 80% of Original Estimates is Chandranomics of Telangana
  • Evidence of Healthy Growth of States Revenues is Visible

The Buzz in Mainstream Media and Social Media is Not about Andhra Pradesh Borrowings of 250% than in Budget in 2015-16, but is Projecting Telangana has done Huge Borrowings when in reality it did only 81% of what it estimated in the Original Budget.


At the outset let me be clear this Post having written after reading the book of Sriram Vedire Garu, I mentioned his name and book title and the points reinforcing the current state government initiatives and take away points ..

However, Contours of Kaleshwaram to Srisailam National Project as Phase 2 to Kaleshwaram is Mine not attributed to the Book or the author, as the book proposes ILR to Nagarjuna Sagar, its my view that Kaleshwaram to Srisailam is feasible as its FRLat 270 M is less than Dindi 393 M and more beneficial as its guaranteed way of diverting water to Rayalaseema another Arid and Water deficit Region particularly with KWDT II, Srisailam will witness 118 TMC reduction in inflow as compared to KWDT I with both Maharashtra and Karnataka having been allocated 118 TMC more water at 65% dependability, hence this Reduction need to be back filled with Godavari Water to keep intact current investments made and plans of Andhra Pradesh and Telangana based on Srisailam Waters.

Diversion to N Sagar thru 300 M cotor proposed as ILR in the book while assures the Command Area under Sagar and Krishna Delta it can not assure the water availability for command area under Srisailam Left and Right Banks.

Once 400 M contour Canal is established it any way can serve all the purposes of 300 M contour canal

Its my view 400 Meter should get higher priority and should be done first, this is different from whats suggested in the book.

Andhra Pradesh Diverted 21.47~28.85 TMC from Srisailam without Reporting in 6 Days in Aug 2016


Jurala Project is On Krishna River inside Telangana and all of the Water it discharges to Krishna River thru Spillway or Power House Only Goes to Srisailam Dam between AP and Telangana and nowhere else.

It would not take more than a day for all the inflows to reach Srisailam from Jurala.

Srisailam Dam is currently managed by Andhra Pradesh Govt as per AP Re-Organization Act.

Srisailam Dam not only gets 100% of Jurala downstream releases in Krishna it also gets water from Tungabhadra Major tributary of Krishna after the Sunkesula Barrage 

It also naturally has its Own Basin Inflows from both Telangana and  Andhra Pradesh 

To nail the Andhra Pradesh Fraud it’s assumed as if Neither it haas any inflow from Tungabhadra or of any inflow from its own catchment !

Revelation is quite Shocking to say the Least !

Telangana Released 66.86 TMC water from Jurala from 11th to 16th August. while

Andhra Pradesh Reported Only 38.02 TMC as inflows into Srisailam Dam  during 12th to 17th August 2016

Implying 28.85 TMC Water disappeared Just like that !

Well it got diverted from Potireddy Padu Head Regulator .to various Canal systems in Rayala seema.

Andhra Pradesh is Caught Red Handed with its Own Data where its practicing below Fudging ..

It reduces the Potireddy Padu Head Regulator Discharge by X cusecs from actual and same is reduced from inflow as well to reflect the actual water level accurately !

Sadly for them this sort of Fudging that has been practiced by Andhra Govt in Cheating Telangana and many other agencies including Govt of India for decades is going to be very damaging to the Brand Andhra Pradesh

I wish Andhra Pradesh takes Pride in Giving Water to Rayalaseema and Report it factually why resort to this fudging and lose credibility forever ..

I don’t think people of Telangana or Andhra or anywhere  or Against giving water to Rayala Seema but definitely against this practice of fudging ..

Make no mistake about it ..

Many such things have been overlooked so far by Govt of Telangana and people of Telangana with expectation that Andhra Pradesh will mend its ways and stop its malpractices..unfortunately its yet to reconcile with the fact past practices won’t work any longer as Telangana is an Equal State and will not put up this type of fraud.

If the Assumption is Changed that Expected Jurala inflow is Half of Same day release and Half of Previous Day Release we derive Undisputable 21.47 TMC of Andhra Fudging of Diversion from Potireddi Padu that it is deliberately under reporting

Telangana Share in Krishna for Year 2016-2017 Has to be Up by 35 TMC from 299 TMC


Pending allocation by KWDT-II (Krishna River Water Disputes Tribunal – II for Telangana, AP and Telangana had reached agreement for year 2015-16

6-point Formula

  1. AP and TS could use 512 TMC and 299 TMC respectively in 811 TMC of assured waters in Krishna. The ratio would be the same in case of excess or deficit waters over assured waters. Each state could draw their quota of water from anywhere. The water could be used for anywhere within the state.
  2. States should ensure that the other state is not affected while drawing wate
  3. While generating power at Srisailam project, the officials should keep the interests of SRBC, Nagarjuna Sagar Project (NSP) and Krishna Delta water needs in mind. Both the states have agreed to release water for Telugu Ganga.
  4. The ad hoc committee to supervise   release of water for Rajoli Banda and K-C canal on Tungabhadra river. This is to ensure that AP will not draw excess water. The same committee to also oversee the release of water from Jurala.
  5. The sharing of waters of 512 TMC and 299 TMC was for this year alone and this was in accordance of Bachawat Tribunal. As the cases for re-allotment of waters were pending before Brijesh Kumar Tribunal and in Supreme Court, the agreement reached today was only for this year.
  6. The ad hoc committee to examine indent for water, actual availability in river and the usage of both the states.

Good things is both states have abided by this agreement though due to severe deficit, it had hit Telangana more badly as its Drinking Water Needs are huge and had to be met from its share only, which is against the principle of first priority and right for Drinking Water, thank fully Karnataka state has been kind enough to make emergency release of 1 TMC in Summer for Telangana Drinking water needs.

As far as 2016-2017 is concerned, with Polavaram Right Canal LIFT achieving diversion of 80 TMC water, Upper Riparian states rights go up,  as per the KWDT Karnataka and Maharashtra Rights have gone up by 35 TMC hence, amount of water reaching Telangana in Krishna River is less by 35 TMC while AP already has 80 TMC due to its diversion.

KRMB has to at minimum compensate Telangana by Raising its entitlement by 35 TMC and allocate remaining 10 TMC to Rayalaseema Region of AP

For the Year 2016-17  the 6 point formula to be applied should read as :

  1.  AP and TS could use 522 TMC and 334 TMC respectively in 856 TMC of assured waters in Krishna. The ratio  would be the same in case of excess or deficit waters over assured waters. Each state could draw their quota of water from anywhere. The water could be used for anywhere within the state. 10 TMC Water should be additionally utilized for Rayalaseema alone
  2. States should ensure that the other state is not affected while drawing wate
  3. While generating power at Srisailam project, the officials should keep the interests of SRBC, Nagarjuna Sagar Project (NSP) and Krishna Delta water needs in mind. Both the states have agreed to release water for Telugu Ganga.

Andhra Pradesh has itself demonstrated not only any act can prevent any State to do what it deems is good for the state for water utilization in terms of executing Irrigation Projects with its own resources and there is neither legality or illegality involved with its Mission Critical completion of adding Lifts to Polavaram Right Canal @ Pattiseema with its own money even though neither CWC nor the Act has any such provision, in addition it has gone ahead and diverted the water without any intimation leave alone approval to the central government of Godavari Water Disputes Tribunal and or Godavri River Management Board constituted as per the AP Re-organization Act 2014.

This should set to rest any doubts in one’s mind, Telangana is well within its rights to decide its priorities on water utilization to construct projects and tap water, so long as its total utilization is within its gross allocation by Tribunal or mutually agreed.

KRMB Jurisdiction to Implement KWDT I Only


As per the Andhra Pradesh Re-Organization Act – 2014 Section 85 Center has constituted KRMB (Krishna River Management Board) and its functions as per the act

“regulation, maintenance and operation of such projects, as may be notified by the Central Government from time to time”

” (8 ) The functions of each Board shall include––

(a ) the regulation of supply of water from the projects to the successor States having regard to––

(i ) awards granted by the Tribunals constituted under the Inter-State River Water Disputes Act, 1956;  “

As of now, Only KWDT I (Krishna Water Disputes Tribunal – I ) is in force hence it simply has to continue with the agreement reached last year this year also adding the 45 TMC water diversion from Godavari to Krishna to the same consolidated Pool.

KRMB can not pre-empt KWDT-II and do any Project specific allocations at this stage.

Till all Project specific allocations are completed by KWDT II, unless agreed by both states it can not take over operations of the Projects unilaterally.

KRMB is certainly well within its rights to have its own mechanism to gather water inflow, outflow and power generation data and give necessary directions when situations demand.

Its futile of Andhra Pradesh, instead of joining hands with Telangana to fight together with Center and Supreme Court for higher allocations and seeking to extend KRMB to all 4 states to keep trying to snatch more water from Telangana that is due to it somehow.

By not reciprocating the human gesture extended by Telangana in year 2015 to save Rabi Crops under Nagarjuna Sagar Right canal by sacrificing its quota of water,  In 2016 when Hyderabad and Telangana needed more Drinking water due to severe drought and lowest water availability in reservoirs in last 100 years, AP insisting on TS 37% : AP 63% Ratio agreed has not been a good precedent set by Andhra Pradesh state.
Thankfully Karnataka displayed magnanimity by releasing 1 TMC during peak summer for Telangana Drinking Water needs, set the right precedent of good neighborly relationship between Telangana and Karnataka
