Insensitive & Incompetent Regime


Being Sensitive is Good for democracy. If anything to be credited for success of democracy in India, it is “Sensitivity” of Common Indians since 1951 General Elections.

Being insensitive is not good for Party in Power. If anything to be credited for fall of Governments in India, it is “Insensitivity” of people in power. Nobody is exception to this law, take anyone for example from list of Indira Gandhi, Morarji Desai, Narsimha Rao, Vajpayee or Manmohan Singh!

There are many good things all these PMs can be remembered for but insensitiveness  of these great leaders caused damage to all their good deeds and they got paid for it. Be it Indira for Emergency, Narsimha Rao for Babri, Vajpayee for India Shinning, MMs for perceived inaction on his corrupt ministers.

Open Letter to the CM’s of AP and Telangana – Krishna Tribunal

Reg :  Suggestions of Arguments with Krishna River Water Tribunal – II

Both of you have historic opportunity to secure fair share of River Water with a Fair Method of Sharing between all 4 Riparian States.

So far Good to see both Governments taking same position of seeking to involve all 4 states rather than re-distribute the award between AP and Telangana based on the KWDT-II Award done before the bifurcation of state.

However, arguments put forward so far are not convincing or good enough to make independent people and center to overrule the objections by Maharashtra and Karnataka, Hence request you to consider following points :

  1. Andhra Pradesh and Telangana position themselves as new states and file affidavit the previous decisions and positions taken by the Combined state were not serving the best interests and hence wish to have relief to Re-visit some of those earlier stance to secure Fair Share of New States from the Total River Water and Fair chance for same is necessary
  2. AP and Telangana must take position the Scheme B offered earlier by Maharashtra and Karnataka is to be Re-opened as Both states are Keen to establish Mechanism and Body to implement Scheme B as it entails all Riparian states to share deficits and surplus i.e. is in the best interest of the country as in-flows have to gradually shared among all states to start farming in-time not to loose out on the season and suffer productivity losses, KRMB can be extended to cover all 4 riparian states to implement a Fair Share and Fair mechanism to maximize Equitable Utilization to Rescue Water starved regions and Maximize National Output.
  3. KWDT-II has made Gross Error of mis-judgment in allocating 25 TMC More Water to Hydro Power Station in Koyana Dam sending the PRECIOUS Water into Arabian Sea when there is scarcity in the entire Deccan Area. ( This is in addition to 42.6 TMC it has been unfortunately releasing to Arabian Sea including this severe drought year in Maharashtra itself),  Under no circumstances sending Water to Sea for Power Generation Only should get Priority Over Drinking Water, Irrigation Water, Power Generation then doing Irrigation or Drinking Water down stream) , Such allocation should be Only part of Surplus Water not firm allocation. In the years of Surplus where water is going to Bay of Bengal, Both states must state we have no Opposition whatsoever for Maharashtra to Generate Hydro Power from Surplus Water and send the Surplus water into Arabian Sea instead of Bay of Bengal
  4. Both states must seek Center’s help to compensate Maharashtra with Higher Power allocation from Central Pool in exchange for sparing precious water (42.6 TMC + 25 TMC) for the other 3 states when there is no surplus availability (i.e. < 2130 TMC) incidentally one in three years there is significant deficit.
  5. Godavari to Krishna Diversion Water Sharing ratio this needs to be revisited to help Water Starved and deprived state and regions specifically than a FIXED formula for any diversion and the allocation should only be part of surplus not the 75% of 65% availability allocations

కేసీఆర్ విశ్వరూపం చూశాం. ఆయన గురించి మేము ఇంతకాలం విన్న వ్యతిరేకాంశాలు దూదిపింజల్లా తేలిపోయాయి. ఆయనను ఇప్పటిదాకా పరిపాలించిన మరో ముఖ్యమంత్రి ఎవరితోనూ పోల్చలేము. ఆయన ఒక ఉద్యమకారునిగా, ఒక నాయకునిగా, ఒక ముఖ్యమంత్రిగా, అసాధారణమైన మేధోసంపత్తి కలిగి న నేతగా విజయం సాధించారు. కలిసి బతుకుదాం. నీళ్ల పంచాయితీలు వద్దు అని ఆయన చెప్పిన మాట మా వాళ్లకు ఎంతగా నచ్చిందో. మా ప్రాంత ప్రజలు మాకు ఇట్లాంటి నాయకుడు ఉంటే బాగుండు అని మాట్లాడుకునే పరిస్థితి వచ్చింది. ఆయన ముఖ్యమంత్రి కాకపోయి ఉంటే తెలంగాణ పరిస్థితి ఎలా ఉండేదో అని ఇప్పుడు తలుచుకుంటే గుబులుగా అనిపిస్తుంది. కేసీఆర్ వంటి ఒక బలమైన నాయకుడు రాకపో యి ఉంటే అటు చంద్రబాబు, ఇటు కాంగ్రెస్ కొత్త రాష్ర్టాన్ని ఎంతగా ఆగం పట్టించి ఉండేవారో తెలిసివస్తున్నది. నీటిపారుదల ప్రాజెక్టులపై శాసనసభలో ఆయన చేసిన ప్రసంగం, ప్రజెంటేషన్ నభూతో నభవిష్యతి అని ఆంధ్ర ప్రాంతానికి చెందిన ఒక మేధావి అభివర్ణించారు. కేసీఆర్‌పై మాకో చిన్న చూపు ఉండేది. ఆయన గురించి ఉద్యమ సమయంలో, ఆ తర్వాతా మేము విన్నవి అన్నీ అబద్ధాలని తేలిపోయింది. ఆయన తెలంగాణకు వరం. తెలంగాణ వనరులను మేము ఉన్నతాధికారులమై ఉండీ ఇంతవరకు ఎప్పుడూ ఇంత లోతుగా అధ్యయనం చేయలేదు. నదులు, ప్రాజెక్టుల స్వరూపాలను ఇంచుఇంచూ చెబుతుంటే ఆశ్చర్యం వేసింది అని ఒక ఇరిగేషన్ ఉన్నతాధికారి వ్యాఖ్యానించారు. హైదరాబాద్ నగరంలో చాలారోజులు…
