Telangana Mission Godavari Part 2 – Hydal Power


First Post focused on Irrigation Water Potential.

About 650 TMC out of 2,163 TMC of average Recorded Water in last 5 years could potentially be utilized, that will leave about 1,568 TMC of Water that will continue go down passing all the dams and barrages into the upcoming Polavaram Dam.

Each of this Dam and Barrage will have Significant Hydro Power Potential by utilizing this surplus water that would any way have to be discharged down, instead of wasting the enormous hydro power potential in this Water can be utilized to generate Hydro power and use it to LIFT the Water to the High altitude terrains of Telangana that is far cheaper than utilizing Thermal Power.

  1. How Much is Hydro Power potential on Godavari in Telangana : Below Assumptions are used in the Computation of Hydro Power potential
  • Hydro Power Potential in 1 TMC Water stored at 1 Meter Height at 90% Efficiency of Hydro Power Stations is : 0.068 MU / TMC-Meter Head
  • Assumes as if all the Dams are Operational and 650 TMC water is utilized for irrigation so Only net available is computed, meaning minimum is taken not maximum.
  • Average Water Head is assumed as 2/3 of the Full Storage Water Head,Only even though Godavari flows are so high its bound to be significantly higher
  • Only 60% net discharge is accounted as available for hydro power plants as during floods significant water will still go over spill way as impounding capacities will not suffice and flood levels are too high every year during the peak time.

Godavari Hydro Power Potential

This is same or more than what Telangana (TSGENCO) Currently Generates from Srisailam Left Bank Power House and Nagarjuna Sagar Power House and all other Smaller Hydro Power in a Year.

Also, considering significant amount of this 650 TMC Water has to be LIFTED to high altitudes we can use this power to simultaneously to LIFT if we assume 90% is the Pumps Efficiency to LIFT… With 4048 MU Power Telangana will be able to LIFT about 350 TMC Water to about average 150 Meter altitude.

That will Significantly Change the face of Arid Telangana, under ground water table and life line.

This is important and CLEAN and GREEN Solution without depending on Capital Intensive and Polluting Thermal Power that depends nonrenewable fossil fuels.

This System can be summarized technically as Watered Powered Pumps.  Essentially Energy in Larger Volume (Over 1000 TMC of Water Going Down about 90 Meters average head is used to LIFT 350 TMC of Water for Over 150 Meters Height.

Advantage of Hydro power

  1. A renewable source of energy – saves scarce fuel reserves.
  2. GREE Energy Non-polluting and hence environment friendly.
  3. Long life – The first hydro project completed in 1897 is still in operation at Darjeeling is still in operation.
  4. Cost of generation, operation and maintenance is lower than the other sources of energy.
  5. Ability to start and stop quickly and instantaneous load acceptance/rejection makes it suitable to meet peak demand and for enhancing system reliability and stability.
  6. Has higher efficiency (over 90%) compared to thermal (35%) and gas (around 50%).
  7. Cost of generation is free from inflationary effects after the initial installation.
  8. Storage based hydro schemes often provide attendant benefits of irrigation, flood control, drinking water supply, navigation, recreation, tourism etc.
  9. Being located in remote regions leads to development of interior backward areas (education, medical, road communication, telecommunication etc.)

Hydro Power in Water Stored in a Dam is the Cheapest Mega POWER Battery and Modern Reversible Pumps technology between Upper and Lower Reservoirs enable to use this Battery to effectively Shift Power from Low Demand Time to Peak Demand Time Every Day.

2. Pumped Storage Facilities as Power Batteries for Optimal Power Management

What all of us need to understand is the demand for power is not uniform during 24 Hrs time in a day, typical intra day load graphs in summer and winter look like below.

How developed world like Europe are taking the precious places where water can be stored at high altitude using Pumped Storage Power houses to the next levels of integrated Power management extended to entire EU to manage their energy demands efficiently and with GREEN energy is shown in below video, possibilities with this are immense and hence must be explored carefully before finalizing the dam locations, heights on River Godavari.

For Providing 24 Hrs Supply 365 days There are Two Ways

  • High Thermal Capacity
    • Costly way is have the 8500 MW Capacity with
    • Base Load Covered by continuous Power Supply Stations like Thermal ie About 6000 MW
    • Have Hydro Power for 365 Days to use as Variable Peak Load Power Supply with capacity of 3500 MW

 

However neither we have such Hydro Capacity or Water Flows like Himalayan Rivers all through the Year.. Which forces us to have about 8000 MW Thermal Power.

  • Optimal Thermal Capacity with Pumped Storage Hydro Power Stations

 

  • Sri Sailam Left Bank Power House consists of 150 MW * 6 Hydro Power Stations that can Pump Water during Low Demand to Use the Surplus Power to Store Nagarjuna Sagar Water in Srisailam Dam and When Peak Load Time Generate hydro Power and release water back into Nagarjuna Sagar.

Unfortunately Krishna River is not a live river through out the year so we are not able to use this during Summer when the Load is highest.

Hence Having such facility in Godavari River Projects is Highly Recommended as meeting 24×365 Power supply can be achieved with Lower total Power Project investments.

This is adopted by all developed countries, India is lagging behing in this Power Optimization Process.

Recommend Telangana Govt must take International Experts help

to design these facilities as I see 3 Potential of Upper and Lower Reservoir combinations

 

      1. Kaleshwaram – Upper Kaleshwaram – Lower
      2. Ichampally – Upper         Kanathanapally – Lower
      3. Edhira – Upper              Parnashala – Lower

 

In summary Godavari River has Potential to Generate 4000 MU Hydro Power even after providing additional 650 TMC water for Irrigation for State of  Telangana.

 

In addition By making Pumped Storage Approach, Optimization of Daily Load Variation is also Possible by effectively designing the Upper and Lower Reservoir Combination considering the Longer and Larger Water availability in Godavari as compared to Krishna

Though not within Telangana, I see a Very good potential site on Indravati between Chattisgarh and Maharashtra that can be a Srisailam like Hydro Power Dam and ideally should be part of Larger Mission Godavari for South Central India.

కరెంటు కోతలతో తెలంగాణ ఖతం అన్నాడు. కానీ కోతలే ఖతమైనయి. ఆసరా మీద.. రేషన్ కార్డుల మీద చివరికి నిన్నటి ఆర్టీసీ సమ్మె మీద కుడిచేత్తో ఎడం చేత్తో భవిష్యవాణి రాస్తూనే ఉన్నాడు. అన్నీ సుఖాంతమయ్యాయి. ఆకలి రుచి ఎరుగదు.. ఆర్తి సభ్యత ఎరుగదు. రాధాకృష్ణకు తాజాగా రవీంద్రభారతిలో రాధారెడ్డి, రాజారెడ్డి దంపతుల నాట్య ప్రదర్శన అంశం దొరికింది. కూచిపూడి నాట్యకళలో ప్రపంచఖ్యాతిగాంచిన రాధా రాజారెడ్డి దంపతులకు రవీంద్రభారతిలో ప్రదర్శనకు అవకాశం దొరకలేదు. సదరువైనం మీద ఆగమేఘాల మీద ఓ కథనం వండేశాడు. ఇటు పత్రికలోనూ అటు తన ఆస్తమా చానెల్‌లోనూ మోత మోగించాడు.

What Supreme Court has not Put in Abeyance on Andhra Pradesh High Court Order on APSC


It’s essential to read Andhra Pradesh State Council of Education to the Honorable High Court vide W.P.No. 1873 of 2015 and by State of Telangana W.P,No 2882 of 2015

Triggered first by Andhra Pradesh Govt not allowing Telangana State council of Education (TSC) to operate or access the Bank account and unilaterally transfer large amount funds to Bank account in Vijayawada.

Upon Telangana Government establishing TSC and adopting the APSC legally as TSC within its jurisdiction it has instructed Banks to take honor instructions from TSC and not do any trnasactions without TSC consent.

This lead to APSC under illegal control of Govt of Andhra Pradesh has filed writ petition 1873 and Telangana filed must later its petition on 2882

Since subject is Same Honorable High Court made combined judgement that summarily dismissed following claims by Andhra Pradesh under its Order Date 1st May 2015

1. AP essentially suggested APSC will continue to exist without any change as joint body for 10 years and implying within by the virtue of its name will continue to be in its control (it almost said without putting these words explicitly)

3 7 . We are unable to accept the contention of the learned A.G. for the State of
Andhra Pradesh that since Hyderabad is a common capital for the State of Andhra
Pradesh, this Council which was in existence prior to the appointed day would
continue to remain and would stand allocated to the State of Andhra Pradesh as its
property.

– Is this Kept in abeyance by Honorable Supreme Court ? dear Andhra Media ?

2. AP has made it a fight between two states and tried to invoke Article 131 of constitution and tried to get Telangana petition dismissed by Common High Court, however Honorable court sided with AG of Telangana State and concluded

27. Hence, we do not think that these two writ petitions are in the real sense a fight
between two independent States as contemplated under Article 131 of the
Constitution of India.

– Is this Kept in abeyance by Honorable Supreme Court ? dear Andhra Media ?

3 7 . We are unable to accept the contention of the learned A.G. for the State of
Andhra Pradesh that since Hyderabad is a common capital for the State of Andhra
Pradesh, this Council which was in existence prior to the appointed day would
continue to remain and would stand allocated to the State of Andhra Pradesh as its
property.

– Is this Kept in abeyance by Honorable Supreme Court ? dear Andhra Media ?

41. Under such circumstances, the assets and properties and funds whatever lying
at the present location of the APSC belong to TSC

42. We cannot accept the contention of the learned A.G. for the State of Andhra
Pradesh that by a Government Order a statute cannot be amended in view of the
specific provision of Section101 of Act, 2014

43. When the Legislature has delegated this power to the Government under the
Statute itself, it is deemed to be an Act of the Legislature. Therefore, this contention
has no force at all and this provision, if read along with Section 100 of Act, 2014, as
the power of adaptation with amendments has been expressly provided in the
aforesaid provision of law.

45. We therefore declare that all the bankers of the erstwhile APSC will recognize
and allow the present TSC to operate the Bank accounts.

– Are these Kept in abeyance by Honorable Supreme Court ? dear Andhra Media ?

44. In view of the aforesaid discussion, we are constrained to hold that the claim
made by the APSC is not sustainable under law. Of course, if there had been any
branch of this APSC within the territory of the present State of Andhra Pradesh, it
might have continued to function as a fractured and divided body. As there is none, it
would be open for the State of Andhra Pradesh to negotiate with the State of
Telangana as per provisions of Section 75 of Act, 2014, as above for its services.

Yes this one is kept in abeyance and this was not the petition of Telangana, Honorable High court in its wisdom has raised technical problem that Center overlooked ie APSC had no Branch or any asset inside Andhra Pradesh this is for Center to have addressed it and also has given the clue to negotiate with State of Telangana instead Andhra continues its Tika Maka Kirikiri and its media continues to Bluff and Betray its citizen with distorted information and unworthy expectations extended.

All that Supreme Court did is

1. Put in abeyance the non existence of APSC that poses legal issues for the day to day operations – rightly so

2. Explicitly tells APSC to Conduct itself within Andhra Pradesh Only

SC Order on APSC and TSC

Neither of these points were ever contended by Telangana State and has no relevence for the State of Telangana.

Telangana – Mission Godavari Part 1


Godavari is South Central India’s Ganga, many residents in Telangana Godavari Basin actually call it Ganga. Very unfortunate that Independent India has grossly underutilized mother natures gifted Rivers Ganga in North India and Godavari in South Central India. Particularly in the State of Telangana the River flows, with barely any utilization.

Pranahita takes its Origin with Merger of Wardha and Wainganga at the Northern Most Part of Telangana State bordering Maharashtra and Godavari enters at Basar, it leaves Sriram Sagar at Pochampad. Only recently  Yellampally project is getting completed, after this for 460 KM till it reaches Dhavaleshwaram there is no Irrigation Project to impound the precious water or convert the Hydro Power Potential.

In this Post focusing on Potential Water Utilization Telangana Can target to Utilize through this approximately 400 KM stretch both from Pranahita side or Yellampally Side till Bhadrachalam when the River will enter Andhra Pradesh where Polavaram Project Back Water will reach.

 

  1. How Much Water is actually Available in River Godavari for Telangana to Plan its Projects Best answer One would have got from most of the people is about 1480 TMC, as the Godavari Water Tribunal Awarded to Both Andhra Pradesh & Telangana as Combined State and at best one may assume all of it flows through Telangana even discounting significant flow thru Sileru and Shabari. I decided to check what the actual water flow has been and found CWC (Central Water Commission) has Hydro Observation Stations all over India on Major Rivers and it publishes the data at India-WRIS (Water Resources Information Systems f India) In addition we have Exact Actual discharges of Andhra Pradesh and Telangana Recorded On-line in Reservoir Storage Monitoring System

CWC Hydrology Stations on Godavari Pranahita and Indravati

Thru this Godavari Delta System Actual Discharge of Water could be obtained. Extracted Data from Both above Sources for the Years 2007~ 2012 to take average of recent past rather than going too long into history or only one or two years that may skew the data.

 

To my pleasant surprise, Annual Average Water Flows in Godavari as per Hydro Observation Stations and the Godavari Delta Actual Water outflow from the Cotton Barrage and the Derived Value for Thanbidi Hatti are given in below

*Thanbidi Hatti on Pranahita  is assumed as 75% measured at Tekra.

Surprisingly the revelation is 2,163 TMC water on average has past Bhadrachalam into Andhra Pradesh this means the opportunity for Telangana State for Both Irrigation and Hydro Power is Monumental. As regards availability of water in Pranahita Contrary to 350 TMC water availability at 140 Meter MSL as is reported, actual CWC measurements reveal Over 700 TMC water is flowing down from such a height which carries huge Hydro Power potential, and it carries the huge potential to covert the 400 KM into inland water way, which I will cover in subsequent post.

Having established Telangana definitely has far higher availability of Water flowing, even at 75% of the Average flow amounts to 1,622 TMC

 Dam / Barrage Potential Sites & Likely Water Usage.

Leveraged Google Earth that gives Good insight of the River Path, width and depth and its Basin altitudes, through the entire stretch tried to identify the locations based on following criteria

  • Bank to Bank Width is Shorter
  • Higher Depth for impounding water with Good Water Head for setting up Hydro power stations
  • Conservative in FRL to minimize the Submergence of fertile lands, larger inhabitant places, mineral deposit areas and forests Mission Godavari - Potential Dam Sites

Mission Godavari - Potential Dam Sites - On Google Earth

Following Sites are suggested for further detail study by the Government of Telangana

Thumbadihatti (140-150) : This current proposed site, height agreement with Maharashtra is pending, agree with CM KCR it’s better to settle the matter soon with Maharashtra and show flexibility to adjust the height and location to minimize submergence impact on Maharashtra side, at this location even if current 152 M FRL is agreed it’s unthinkable how 160 TMC can be diverted without provision for LIFT, better to add LIFT and reduce the Height and add Hydro Power Station to generate power from water that will be discharged.

Mukkidigudem (116-136) : About 55 KM down from this proposed site, its Gorge like site that can impound water and better Site to LIFT too, it’s close to the first LIFT point at 62 KM planned under Pranhita-Chevella Current Design, advantage of this location is most of the submergence will be in Telangana side and it will have added inflows from Padda Vagu in Adilabad district flowing from West to east joins, Pranahita ahead of this site.

Kaleshwaram Upper (100 – 120 M) : This is fabulous site from water availability with Pranhahita and Godavari Joining but higher height poses significant submergence to Maharashtra too hence has to settle for moderate height and install Hydro Power Station with Reversible Turbines and Have Kaleshwaram Lower Dam fairly close by

Kaleshwaram Lower (93 – 115 M) between these two dams Good valley with lessor submergence will form good Lower Reservoir for the Reversible Turbines between Upper and Lower Reservoir.  More on this power management aspect in next post.

Ichampally (80 – 100 M) a site where FRL 125 M massive dam was proposed to utilize 1000 TMC water could not take off, another fabulous location, however considering the forest area and mineral deposits around, see the conservative possibility of 100 M FRL and have the Piped discharge connect to Davadula LIFT system, where huge Power is consumed for lifting watering currently it seems to be sucking from 75 Meter to 90 Meter ! this entire Power can be saved. Further Pumping Remains as it is currently done, that seems to be pump not suction where there is no inefficiency by design.

Kanathanapally (70 to 85 M) This is high priority site for Telangana to start Irrigation Project, if higher is possible go for it as large section of area on both banks of Godavari is within the state of Telangana, very narrow stretch for a Good Dam (Mini Srisailam) this will give immediate productivity improvement to Devadula LIFT both for increased availability of water and reducing the power requirement and can have Good Hydro Power Station to Generate significant power during Godavari Surplus which would be for Over 100 days in a Year at this location as water from Pranhahita is joined by Huge inflow from Indravati.

Edhira (57 to 70 M) this is second priority location for Telangana to construct good Barrage to impound water within Telangana including the submergence and utilize water on both sides of the banks for Irrigation, Thermal Plants and Hydro Power with Significant water has to pass thru.

Parnasala (50 to 60 M) this needs more investigation

Dummugudem (45 to 50 M) this existing one may get submerged under Polavaram back water hence needs to construct higher Barrage to impound and provide some protection to Bhadrachalam, needs closer examination

 

With these Series of Dams and Barrages on Pranahita and Godavari

Telangana State should be able to Utilize 650 TMC of Water for Irrigation and Generate over 4000 MU most of which can be utilized for various LIFT pumps across these projects to take water into Over 200 to 400 Meter altitude Deccan plateau area in Telangana State

This analysis and suggestions are based on Central and State Government information made public and Google Earth information applying Basics of Hydrology and Hydro Power and conservatie and optimal care is taken however exact locations and heights some more on-site conditions will require examination and prioritization, intention is to bring out the facts to public and make government and people aware of potential approach and potential sites

  7.  పోలవరం ఎత్తు 10 మీటర్ లు తగ్గించి, ఒడిసా, చత్తీస్‌గడ్ , భద్రాచలం ముంపు లేకుండా బదులుగా టర్బైన్ లసంఖ్య పెంచి, సీలేరు పై ఇంకొన్ని జల  విద్యుత్ ఉత్పత్తి కేంద్రాలు వేసి ఎడమ కుడి కాలువలకి పంప్ లు పెట్టి అందరికి ఆమోదయోగ్యం నష్టం చాలా తగ్గించి వాడే నీరు మళ్లింపు కూడా పెంచుకునే మార్పు చేసి అతి తొందరగా పూర్తి ఎందుకు చేయొద్దు ?
  8. కృష్ణ డెల్టా కె గోదావరి నీరు ఎత్తి పోయడం తప్పనప్పుడు రాయలసీమ కి శ్రీశైలం నీరు అలాగే తెలంగాణ కూడా తన వాటా కృష్ణ గోదావరి నదుల పై ఎత్తిపోతలకేందుకు మద్దతు చెప్పకూడదు ?
  9.  తెలంగాణ తో ప్రతి విషయం కిరికిరి ఎందుకు , దాని వల్ల లాభం కంటే నష్టమే కాదా ?
  10.  గోదావరి పై మంచి ఇన్‌లాండ్ జల రావణ మార్గం కోసం పోలవరం మరియు పురాతన డవళేశ్వరం బ్యారేజి మరియు రేల్‌వేలైన్ ల మార్పు పై ఎందుకు కేంద్రానికి అభ్యర్తించోడు , దక్షిణ భారత ఒకేఒక  జీవ నది గోదావరి ఒక పెద్ద చౌక మరియు పర్యావరణ రక్షిత ఇన్‌లాండ్ జల రవాణా మార్గం చేస్తే సార్వతోముకాభివృద్దికి చేయూత కాదా ?
