How Does Srisailam Left Bank Pumped Storage Hydro Power Station Work ?


Appeal to the all Telangana Print Media and Electronic Media and the University Colleges of Engineering to Understand and Study this Engineering Marvel that we have at Srisailam since 2004 where with assistance of Japan, we have got 6 X 150 MW Reversible Turbine Hydro Power Station on the Left Bank, However till last Year, very unfortunate that United Andhra Pradesh Govt and APGENCO has literally treated this high value asset like a normal Hydro Power station and has not made any significant use, to manage Shifting of Power from Low Demand to High Demand time and avoid Power Load shedding,  and inflicted irrecoverable losses to the Nation.  It’s a Silent Internal Unpardonable Sabotage.

Its vey Gratifying to see under the leadership of Honorable CM KCR Garu entrusting Sri D Prabhakar Rao Garu lead TSGENCO has done commendable Job.

Since 1st Nov 2014 till 14th Jan 2015 in 6 weeks they have not only saved about Rs 200 Crores more importantly they avoided load shedding and I believe if only We had adequate Grid connection other states in India could have used it to save in same time another Rs 500 crores.

I urge Sri KCR Garu to make this personal offer to PM and Union Minister for Power to Complete HT Grid Connectivity to Hyderabad so that Other States Can use the Remaining Capacity Every Day to Store Power during Low demand time Use it during high demand time..

This is a Big national Asset can serve not Just the requirement of Telangana it can help as a BIG Power Battery of India for Power Shifting on Daily Basis.

Inflow Column Shows in 6 Weeks about 167 MU of Power most of which might have gone waste has been Stored by Pumping 24 TMC of Water in to Srisailam Dam from Nagarjuna Sagar

In the Same period By discharging 43 TMC of Water into Nagarjuna Sagar TSGENCO Generated 238 MU of Power When it needed most during peak Hours.

If Power Grid Corporation of India Removes the Bottleneck of Telangana Power Grid not having HT Grid Connection and is dependent on insensitive and inefficient Andhra Pradesh Govt controlled APTRANSCO at the moment, its the Govt of India and Govt of AP that are limiting the Huge Good potential use of this asset to address the Power Shortage headaches across the country.

Happy Uttarayan, Glad you Reached Delhi When in Vibrant Gujarat 2013 it was Said By Adani Your Uttarayan Started to Delhi from Gandhi Nagar and I was Present in the Hall

Today I wish You Make the Start of Uttarayan for All Indians specially those who are falling behind and have not had adequate and fair opportunity.

I wished to Bring to your notice a subject that is at the Root of Why Telangana State was necessary, Foremost Reason was Water, In our Constitution Only State has a locus standi to seek remedy in case of injustice, not a region within the State as Neither Govt of India or Supreme Court of India have any jurisdiction to entertain a Region vs State in which it is part of.

Telangana has suffered enormously for 58 Years under the failed Merger Experiment in fair sharing of Waters in both Krishna and Godavari Rivers, particularly Krishna River is more Acute exploitation.

So much so Telangana with Catchment Area 68% Gets not even 30% of the water in all these 58 years and the share has been shrinking nor rising ever since TDP has come to rule the state in 1983.

Currently Andhra Pradesh is simply wishing to continue past exploitation practice as if Telangana State is to be governed by AP and is taking maximum leverage of the alliance with BJP in the Central Government to mislead Krishna River Water Management Board and Power Ministry.

Modi Ji, Firstly this matter is not purely related to Ministry of Water in the first place and the reason is simple one of the Main Dam at Srisailam is not constructed for Irrigation purpose originally, it is constructed and I quote from the Project Report

Primary Objective of   “Srisailam Pumped Hydal Power House on Left Bank, ie India’s Largest Such Facility”

1.2 Objective
The objective of the project was to meet the increasing demand for electric power (particularly during peak hours) in AP by constructing a pumped-up power plant in AP that would utilize the Srisailam Reservoir as its upper reservoir and the Nagarjugasagar Reservoir as its lower reservoir, effectively utilizing the river flow rate, and thereby contribute to the industrial promotion and improvement of the residents’ lives by electrification in AP.

To achieve this objective, ODA loans were provided in three phases in the period from February 1988 to September 2003.

Telangana pays 42% of this 30 Year remaining Loan till 2029

Hence Krishna River Water Management Board under Ministry of Water Resources in my view is not fully competent to decide on the matter of how Srisailam (Upper Reservoir) & Nagarjuna Sagar (Lower Reservoir) of this Pumped Storage Hydro Power Station should be utilized, hence pray to PMO to make Ministry of Power Party to the matter and Board and subject of Power to the Agenda of KRMB

Now Sir, Below are facts available from On-line and are sufficient to make a quick decision for the Govt of India that it should not be depending or waiting for report from AP or Telangana for this is not a rocket science..

In 6 weeks time Telangana has Saved & Generated Power Worth Rs 200 Crores by rotating Water between 2 reservoirs in Peak Time Generate and Slack time Pump it Up

No wastage of any of this water by Telangana as none of the water from Srisailam can be used for Irrigation by the Telangana state currently.

While AP will only talk about 43 TMC Water discharged, first it hides the fact 24 TMC of this is pumped back in same period into the Srisailam reservoir. second it does not waste any water in fact the water is put to Maximum Benefit for the Nation by achieving Higher Power Output and Shifting of Power from Low Demand to High Demand Times that is the World wide practice to use such Two Reservoirs System by all countries worldwide.

Andhra Pradesh State must Plan appropriate crops to make maximum agriculture output from the allocated water by shifting from Water intensive paddy to other less water intesive crops farming.

Andhra Pradesh Can not hope to continue the past injustice to the people of Telangana even after the statehood is achieved after long and difficult struggle with sacrifice of precious human lifes.

  • Krishna River Water in current Year
    • Water Base Availability with firm allocation to both states : 481 TMC
    • Additional Water Stored in Projects this year                        : 137TMC
      • Total Gross Availability :                                                      : 618 TMC
      • Les Provision for Evaporation loss                                    : – 68 TMC
      • Net Availability for both States  available for Use          : 550 TMC

Firm allocations of AP & Telangana as per Bachawat  Award 281 TMC & 200 TMC respectively that includig additional water available comes to 321 TMC & 229 TMC ( Even my basic knowledge confirms following firm allocation by Bachawat to Telangana )
Before 1956 merger Telangana (then Hyderabad state ) has 161 TMC allocation in Nagarjuna Sagar about 131 TMC is Telangana and around 30 TMC in tail end of Left Canala in A,  Post merger it has Srisailam Left Bank 30 TMC, Jurala 18 TMC, Rajolibanda 16 TMC these do add up to what Harish is claiming as Bachawat allocation to Telangana

Out of this

Telangana Used only 117 TMC of Water at RDS, Jurala and Nagarjuna Sagar Left Canal While

AP has already used 329 TMC

Leavig Only 104 TMC Net Water Available all of which belongs to Telangana

Even  after using 8 TMC more than its entitlement AP still needs 41 TMC water to save its crops in final stage in Krishna Delta, Nagarjuna Sagar Righ Bank Canal and Surplus water projects under Srisailam righ bank.

Now lets see What AP Irrigation Minister Devineni Uma Presents as his Response later on in Press Conference.

He increases the AP Requirement for current crops from 41 TMC to 63 TMC

He introduces fictitious misleading figure of 8.2 TMC for Nagarjuna Sagar Left Bank when the season is Over in Telangana and discussion is about starting the Rabi Season under Left Bank.

He does not deny any of the figures Quoted by Harish Rao which are all factual as per the published reports of current water levels and Released for Irrigation in Water Projects as given below :

In fact the todays Data Suggests Harish Rao has been not only accurate but conservative in quoting the actual figures about the Krishna River water utlization by State of Andhra Pradesh that is beyond their entitlement already.

These figures are derived by converting cusecs in TMC.
1000 Cusec discharge rate in a day is 0.0864 TMC of Water  (24*60*60/1000000)

There are some logical and clever reasons why the numbers of both Ministers do not match as far as water remaining.

Harish Rao is including water availability in Jurala, Srisailam and Nagarjuna Sagar together 129 TMC Live storage with Evaporation loss Net accounted as 104 TMC is as per what Telangana GENCO publishes.

As usual AP always plays clever and shows Only 41.8 TMC out of 210 TMC water available as LIVE storage (where they take shelter under water that can be drawn from Left and Right Canals as LIVE storage.

Same Minister shows Selective Amnesia to mislead people to dupe Telangana to the extent of 50 TMC water even after Left and Right can’t draw water below 490 feet level

Water is Drawn for Krishna Delta by Gravity down stream and Hyderabad Water Supply by LIFT

In addition to above AP also has water in Pulichintala and Prakasham Barrage.

Clearly this is a Case where AP is Brazen showing Dadagiri over neighbouring state where it needs to request for humanitarian help and the humanitarian help is exactly same as Telangana was asking AP share power during its peak Season time for Telangana farmers over one month back, then AP blocked power supply deliberatey and now is stealing Telangana water by Dadagiri, trying a double whammy on Telangana

This is when the Role of Central Government acting as a neutral father figure showing the fair path to AP to adhere to the allocations and reciprocate to each others needs.

Considering AP has forced Telangana to buy power from Open market at Rs 8 and above per unit to save its farmers crops.

Its Only fair for Center to FIX water charges each state has to pay to other when they seek such transfer on humanitarian grounds

This will send out right message to all states in India to adhere to allocations and not have the notion water is FREE and to be grabbed without any regard to the fair share of other state.

Water is not FREE,  Its minimum value for Telangana is even if we assume the value of 1 Unit of Hydal Power is Rs 5 Only the Value of 1 TMC of Water in

Srisailam Dam is Rs 11 MU * 5 = Rs 55 Lakhs / TMC

Nagarjuna Sagar is 5.5 MU * 5 = Rs 27.5 Lakhs / TMC

* Please note Both TS and AP GENCO mutiply 1 TMC by 5.5 to measure the Power Potential

Every TMC in Srisailam can generate 5.5 MU then another 5.5 MU in Nagarjuna Sagar before water goes to pulichintala and then to Krishna Delta

Looking forward to Modi Government changing the perception and rules of how India will look at its precious natural resources.

Modi Government has to tell and remind Andhra Pradesh the Original purpose of Srisailam Reservoir is for Efficient Power Management as is done world wide by having Reversible Turbines Hydro Power Station to Generate Power by Discharge when there is shortage and store power by pumping water from Nagarjuna Sagar to Srisailam to Store Electric Power during lean period where power is surplus or available cheap and Telangana State must be complimented by India for putting this Great Asset to effective Use for the first time as not only shifting power across season but also shifting the power thin the day is being achieved by Telangana Genco and Krishna River Board must be restrained to take any decision without consulting the Power Ministry about Srisailam Left Bank Pumped Hydro Station.

No Water Goes Waste by this Power House and AP escalations to center without due consideration during the peak power requirement in Telangana Kharif Season was not in good for mutual co-opertion between two state.

No more FREE allocations of Water and diversions to any state of India, Water must be Valued and Charged for making best use of the Natural Resource for Good of India
