An appeal for Bharat Ratna to PVNR the “Chanakya of Modern India”


My 10 Reasons why India must Honor India’s 9th Prime Minister Sri P V Narsimha Rao posthumously with Bharat Ratna

  1. As Prime Minister, he Converted an Economic Crisis (It was a period when India’s foreign currency reserves had plummeted to around US$ 1 billion that was barely sufficient to finance two weeks of imports.) into an Opportunity and Changed the direction and destiny of India, laid the foundation of Modern India by ending the regime of LICENSE and Opening up market for all Indians and integrating Indian economy into World Market
  2. His Govt policies resulted in greater employment, reduction in poverty and self-sufficiency in agriculture and achieving 6.5% economic growth, the highest ever until then for any Five Year plan period.
  3. Started Look East Policy for India, India became a Sectoral Dialogue partner of ASEAN in 1992 and a full Dialogue Partner in 1996.
  4. Achievements in National Security
    It was due to Narasimha Rao’s efforts in national nuclear security and ballistic missiles program that India successfully carried out the 1998 Pokhran nuclear tests.
  5. The commendable national consensus quality politics he played with opposition leader Sri Atal Bihari Vajpayee as Prime Minister that was the golden 5 years in Indian politics that he ran minority government for full 5 years for the first time in India’s history is a testimony.
  6. India’s accession to the WTO in January 1995 and Shri Rao’s role in it was pivotal.
  7. As Chief Minister of Andhra Pradesh from 1971 to 1973, he was steadfast in his commitments towards the implementation of Land Ceiling Act in the State. This Act became one of the most effective Land Ceiling Acts in the country. He had initiated these reforms amidst strong opposition with the singular goal of ushering in equity by bring benefit to the poor and the landless. This made him one of the most forwarded-looking Chief Ministers of the state and his time.
  8. AICC Plenary in Tirupati in 1992 where  elections were held for the CWC at the instance of Narasimha Rao. In an unusual spectacle, Congress heavyweights were seen sweating it out during the three-day session seeking votes from AICC delegates both on and off the field. this was the only instance of this Grand Old Party in my life time so far !
  9. A historic vote to overturn the “Zionism equals racism” resolution was about to come up at the UN, and Liebler appealed to Rao to vote for it. He passionately argued for full diplomatic relations and complained that India had treated Israel as a “pariah”. Rao assured Liebler that India never equated Zionism with racism. “We sometimes have to go along with things we are not 100 per cent in agreement with,” Rao said. Liebler pressed him further, but Rao refused to commit. Yet when the resolution came up at the UN, India voted for it.
  10. Rao was the first Indian leader who made foreign industrialists feel as if they were in the presence of a statesmen leader whom they can trust, not a politician.

If AP CM instead of taking the Bluffs and Blatant Lies had spoken to Telangana CM and requested for Water to Save Crops and offered Power in return, He would have done Justice as KCR might have even considered 5 TMC..

By continuing to Bluff now AP CM is duty bound to show who is drinking 6000 cusecs of water everyday !! failing which AP will lose the same next year.

Other Good development is Telangana Government is delivering Justice by implementing the High Court Order to Remove all illegal constructions in Gurukul Trust

Whats is Domicile Certificate in India? Why is it Needed?

What is a Domicile Certificate and Why is it Needed?

A Domicile/Residence Certificate is generally issued to prove that the person bearing the Certificate is a Domicile/Resident of the State/UT by which the Certificate is being issued. This Certificate is required as proof of residence to avail Domicile/Resident Quotas in educational institutions and in the Government Service, as also in case of jobs where local residents are preferred.

What You Need to Do to Obtain a Domicile Certificate

The prescribed application forms are either available online or from the local authorities, i.e. the Sub-Divisional Magistrate/Tehsildar’s office/Revenue Department/District Collector’s Office, or any other authority as specified in the State/UT of your residence. You will be required to produce proof of continuous residence in the State/UT for a specified minimum period, or that of holding land in the State/UT, depending on the rules in the State/UT concerned. Documents for proving your identity, attestation of the form by officers with the necessary authority, school certificates and the Tehsil Enquiry Report may also be required.

Women not originally belonging to a State/UT, but married to men who are permanent residents of the State/UT or who are eligible for the State’s/UT’s Domicile Certificate, are eligible to apply for Domicile Certificate.


Domicile Certificate can be made only in one State/UT. Obtaining Domicile Certificate from more than one State/UT is an offence.

Some States with Very Stringent Norms to issue Domicile Certificates are

Obtain a Domicile Certificate: Rajasthan

  • The certificate is issued to a person who has been residing in the State of Rajasthan for 10 years or more.

Obtain a Domicile Certificate: Uttarakhand

  • Any person who is a resident of India and a bonafide resident of the State, is eligible to avail the service. Persons having a permanent home in the State will be eligible for it. In this category, the residents of the state, who have been residing in the State for at least 15 years, or who are having a permanent home in the State, but are presently residing outside the State for earning a living, will also be considered. A permanent home means that the person is living ancestrally/ having an ancestral house in the State.

Obtain a Domicile Certificate: Tamil Nadu 

  • Nativity Certificate is issued subject to the applicant proving continuous residence for five years or more.

Obtain a Domicile Certificate: Chhattisgarh 

  • Person born in Chhattisgarh
  • Either the person/parents living in Chhattisgarh since 15 yrs

The New State of Telangana has been victim of Tyranny of Majority (rulers from Seemandhra) of the previous Government had actually used the brute majority to amend all safe guards called Mulki Rules

1)   A person shall be called a Mulki if—-

a)   by birth he is a subject of the Hyderabad State, or

b)    by  residence in the Hyderabad State, be entitled to be a Mulki, or

c)   his father having completed 15 years of Service was in the Government Service at the time of his birth , or

d)   she is a wife of a person who is a Mulki.

3)   A person shall be called a Mulki who was a permanent resident of the Hyderabad State for at least 15 years and has abandoned the idea of returning to the place of his residence and has obtained an affidavit to that effect on a prescribed form attested by a Magistrate.

None of this is in force today and has done grave injustice to Telangana

Time has come for Government of Telangana to Form its Domicile Rules clearly and fairly even though 15 years is not a good idea, it must consider moderate criteria that will continue to attract the genuine people all over from India and same time protects the locals from any further exploitative measures from any other state..


Whats Special Category State ? Do AP or Telangana Sates Qualify ?

Special Category Status to a State in India

The special category status to various States is accorded by the NDC based on the consideration of special criteria.

These include hilly and difficult terrain; low population density and/or sizeable share of tribal population; strategic location along borders with neighbouring countries; economic and infrastructure backwardness and non-viable nature of State finances.

At present, the existing 11 special category status States are

Arunachal Pradesh,Assam, Manipur, Meghalaya, Mizoram, Uttarakhand, Nagaland, Tripura, Himachal Pradesh, Jammu & Kashmir and Sikkim.

All of the States of Single Digit number of Members of Parliament, that is Minimal Voice in Parliament and have got long-term, natural special characteristics that make the Sustainable Economic Viability, difficult for the State Governments.

India has suddenly seen competition from Major States of India vying for this special privilege due to the attractive soft central funding that includes :

  • 90% grants:(against 70% for the General State) 10% loans formula for special-category states is restricted to centrally-sponsored schemes and external aid
  • The special-category states get significant excise duty concessions, and thus help these states attract large number of industrial units to establish manufacturing facilities within their territory.
  • They are given a higher share of the Union government’s resource allocation because of harsh terrain, backwardness and other social problems. All of them also happen to be border states.

Bihar, Chhattisgarh, Jharkhand, Orissa and Rajasthan-have been making this demand for the last 10 years, suddenly there is unexpected competition from what was considered leading state in India and both National Parties have done Advance commitment for strange political reasons throwing the entire exercise and criteria of Indian federal structure to the wind and that is from State of Andhra Pradesh  and naturally the more backward newly established Telangana State too is demanding same with parity !

While Central One Time Assistance to the State of Andhra Pradesh for the Capital Construction as has been the practice with all state formation is a must and honoring all special commitments made in the Andhra Pradesh Re-organization Act 2014 is a must

There is certainly no case for either state to be clubbed with 11 Special Category Status India already has that have been rightly identified, it would be most irrational decision that will have far-reaching implications to the economy and federal structure of India..

Hope Prime Minister Modi sets aside the emotions and announcement made by the previous government under pressure in Rajya Sabha and acts with fairness and firmness for the good of India, Even though I am from Telangana, I do not believe we should take this route instead compete to develop ourselves and be the role model for aspiring states in India.

ఉదయం ఎనిమిదిన్నర గంటలు. కళ్లద్దాలు పెట్టుకుని బనీను ధరించిన పెద్దాయన ఓ కట్ట పత్రికలు ముందేసుకుని చదువుతున్నారు. కొన్ని పరీక్షగా, కొన్ని పైపైన చూస్తున్నారు. ఆయన అలా ఓ గంటకు పైగా ఆ పత్రికల్లో మునిగిపోతారు. తర్వాత రెడీ కావడం వచ్చిన వారిని కలవడం, సచివాలయానికి వెళ్లడం, అక్కడ గంటలు గంటలు సమీక్షలు. మధ్యాహ్న భోజనం తర్వాత మళ్లీ సమీక్షలు. ఒక్కోసారి ఐదారు గంటలు ఏకబిగిన సమీక్షల్లో కూర్చుంటున్నారు. ఒక్కసారి సమీక్షలో కూర్చుంటే మధ్యలో ఎవరినీ కలవడం లేదు. ముఖ్యమంత్రి మమ్మల్ని కలవడం లేదని కొందరు నొచ్చుకున్న సందర్భాలూ ఉన్నాయి. అసెంబ్లీ నడుస్తున్న రోజుల్లోనూ అంతే. ఆయన దిన చర్య అంతే బిజీగా ఉంటున్నది. సాయంత్రం ఇంటికి వచ్చిన తర్వాత కూడా మళ్లీ ఏవో ఆంతరంగిక సమావేశాలు కొనసాగుతున్నాయి. ‘కల్వకుంట్ల చంద్రశేఖర్‌రావు ఇంత కష్టపడతారని, ఇలా పనిచేయగలరని మేము ఊహించలేదు. ఇంత సమర్థంగా అసెంబ్లీ సమావేశాలను ఎదుర్కొంటారని అనుకోలేదు. మా అనుమానాలన్నీ పటా పంచలయ్యాయి’ అని ఒక సీనియర్ ఆంగ్ల జర్నలిస్టు వ్యాఖ్యానించారు. అసెంబ్లీ సమావేశాల చివరిరోజున కేసీఆర్ ప్రసంగం అందరినీ సంభ్రమాశ్చర్యాలకు గురిచేసింది. తెలంగాణపైన ఆయనకున్న పట్టు…

How Should Telangana People deal with Antagonist Media?

Share one of my experience of encountering the Sr Correspondent of Leading Channel whose management is Antagonist to Telangana and resorts to Blatant Bluffs to malign Telangana, TRS and KCR in particular.

The role played by them resulting in unfortunate loss of life of extremely poor Arid Telangana Farmers must be condemned by one and all.

There has to be certain basic humane limits to this Brutal Media that is causing havoc on Telangana
